STAFF GO WITHOUT SALARY FOR 6 MONTHS
Prelude:
The current American College problem started on the 10th of December 2010, when the CSI Bishop's men with thugs and 'police protection' unlawfully entered the college, broke open the college office locks and took possession of the college administration. Bishop's men did all these without proper orders either from the Tamil Nadu Government or from the Court.
Bishop started the whole operation by unlawfully appointing an 'acting principal' and tried to get approval from the Directorate of Collegiate Education by bribing them. He made this cunning move aiming for the 'secretary-ship' of the college. As per the Governing Council Constitution, who ever becomes the principal of the college, automatically becomes the secretary fo the college. The secretary of the college is the executive officer of the college - concerned with claiming the salary for government employees of the college, appointments, selling and buying properties etc. Now the college has two individuals claiming to be the principal - a legally appointed and lawful heir Dr. P.R. Anbudurai and the Bishop's appointee the unlawful 'acting' principal Mr.R.Mohan.
Since 10 December 2010, neither the previous rulers of the State government till 15 May 2011 (their last official working day) nor the current rulers of the State government which took over state administration on 16 May 2011, has NOT found a solution to the college issue. A simple and easy solution would have been to appoint an administrator to administer the college till both the disputing parties legally settle the matter in court.
Most of the teaching staff and Non teaching staff were fighting against this move of the Bishop. They do NOT want to accept CSI's interference in the college administration and wanted the college to be a church independent college, as it has been for the past 130 years!

Subsequently, a Government Order was promulgated on 18-02-2011 [G.O No. (2D) 9 Higher Education (E2) Department dated 18.02.2011]. After the orders the striking staff members and students were anxiously waiting for the committee to inquire and come-up with a solution to the college issue.
March 24, 2010:
The court intervened, (through a writ petition filed by a student) on 24th March 2011 - a circular for convening the first meeting of the High Level Committee was issued by the Higher Education Secretary K. Ganesan on March 25, 2011. This first meeting of the HLC, is mandatory for the Chief Secretary to take up charge as the Convener of the HLC.
In the court the representative for Higher Education Secretary K. Ganesan declared that the first meeting of the High Level Committee took place at Secretariat, in the Chief Secretary's chamber on 29-03-2011 at 11 am.
It needs court's direction to do that...! what a pity...!
April 2, 2010:
Even after its first meeting on 25-03-2011 the HLC committee kept quiet.
The Madras High Court Bench again interfered and expressed its displeasure over the failure of a three member high-level committee, constituted by the State Government under the chairmanship of its Chief Secretary to take fast, concrete steps to find an amicable solution to the row over administering the American College here.
It asked the HLC to announce the dates of their inquiry process in the court.

April 18, 2011:
In response to the court's interference, the HLC announced to meet the fighting factions on 18-04-2011.

Ihe HLC met the warring factions and made an inquiry. NOTHING CAME OUT OF IT SO FAR!
May 16, 2011:
After the elctions for the State assembly, the new Government took over the State administration on this date.
June 21, 2011 - Today:
The issue is still unresolved!
As a result . . . .
It has been more than 6 months since the American College teaching and Non teaching staff have been paid their salaries.
The long silence of the state governments, has only created problems for the staff who are working without getting their salary!
The End-of-semester exams for the previous (even) semester has not been held for students, mark statement have NOT been issued to students whose future are at stake!
