RTI REVEALS DCE's DUBIOUS ROLE

The Action Committee for Protection of American College Constitution (ACPACC) accused Director of Collegiate Education, Umarani for derailing the administrative process and demanded departmental enquiry to be initiated against her immediately.

In a press statement, D. winfred Thomas, Secretary and R. Prabakar Vedamanickam, Joint-Secretary of the association said that fresh documents obtained under the Right to Information (RTI), clearly proved that R. Mohan was never appointed on December 1, 2010 as the Bishop and his coterie claim. It happened only after T. Chinnaraj Joseph Jaikumar handed over charge after December 2, 2010.

Only on December 3, 2010, Bishop wrote DCE about the appointment of R. Mohan which reached her only on December 7, 2010.

It was already on the records of directorate that P.R.Anbudurai assumed charge on December 2, 2010 and completed the statuatory requirements on December 6, 2010 by obtaining FORM-6 under Tamil Nadu Private College Regulation Act 1976, they charged.

The shocking revelation that came to the fore was that Umarani was a willing collaborator in the conspiracy to throw out P.R.Anbudurai and derail the administration. She took one full month to deny approval to Chinnaraj Joseph and served the order (denying his superannuation) after he superannuated on November 30, 2010 (the letter was sent to him by fax at 8.30 pm on 30-11-2010).

She knew that the change of administration from Chinnaraj Joseph happened according to the by-laws of the college and Tamil Nadu Private College Regulation Act 1976.

She insisted that the Governing Council should recommend re-employment for Chinnaraj Joseph but she accepted the appointment of R. Mohan without the recommendations of the Governing Council.

She was well aware that the Bishop was not the appointing authority, neither was he the official correspondent of the college.

In spite of these, she just took one day to scrutinise the Bishop's prop[osal which was received by her on December 7, 2010 and gave (the controversial) approval on December 8, 2010. Hence, the ACPACC has charged that more than the Bishop it was DCE who derailed the administration and demanded action against her.

[Since, Umarani, DCE is an official of the Tamil nadu Government Higher Education Department, the anomalies created by her should be rectified by the Government and the Government has a duty to re-establish peace in the American College by evacuating Bishop's administration]
